Audrey Blank Senior Assistant City Attorney, City of Tulsa · Real Property Division▼
Audrey Blank is a Senior Assistant City Attorney for the City of Tulsa. She serves in the legal department's Real Property Division where she advises the Board of Adjustment and planning staff; reviews the face of each plat and its deed of dedication; assists with several economic development districts; and prepares agreements involving Real Property owned by the City.
Audrey received a J.D. from Oklahoma City University School of Law in 2000 and a B.A. from Elizabethtown College, Elizabethtown, Pennsylvania. Before joining the City of Tulsa legal staff, she practiced law in Oklahoma City for ten years with a firm that focused on municipal law, including planning and zoning.

Jeff Bryant Director of Legal Services & Associate General Counsel, OMAG▼
Jeff Bryant is the Director of Legal Services and Associate General Counsel for Oklahoma Municipal Assurance Group (OMAG) since 2019. In that position his focus has been in claims management, assisting municipal attorneys and municipal officials with a variety of municipal issues. He is actively involved in the Oklahoma Association of Municipal Attorneys (OAMA) serving as a Board member since 2019.
He previously served as City Attorney for the City of Norman for fourteen years, retiring in December of 2018, rounding out a 32-year career with the Norman City Attorney's office. His experience includes acting as General Counsel to the City Manager, Mayor and City Council in a variety of areas including drafting legislation, contract review and management, advising regarding economic development tools including tax increment financing, dealing with labor and collective bargaining issues, tort claim review, supervising legal staff, and representing the City in all areas of litigation in state and federal courts, as well as administrative agencies. Jeff has also contributed an article to the Oklahoma Bar Association Journal in November of 2022 (Vol 2 No 43): "Oklahoma Governmental Tort Claims Act - Balancing Competing Interests: Protecting the Public Purse While Compensating Citizens Injured by Torts Committed by Public Employees."
Jeff is a resident of Norman since 1983 and is active in the Norman community including Rotary, United Way, Big Brothers/Big Sisters, Chamber of Commerce, McKinzie Gardens, and Leadership Norman. Jeff is also a Leadership Oklahoma graduate and a member of the CrossPointe Church in Norman. Jeff and his wife Sherry have one daughter and two sons who both graduated from OU in 2021, 2023, and 2024 respectively. They have a third son who completed his sophomore year at OU. They also have three granddaughters and three grandsons, two will be 4 years old in July 2025 and the rest are younger!

Patrick Boulden Interim City Attorney, Coweta · Associate Municipal Judge, City of Tulsa▼
After receiving his undergraduate degree in Criminal Justice Studies from the University of Tulsa in 1975, Patrick joined the Tulsa Police Department, where he served until October 1983. From 1979 through 1983 he attended the University of Tulsa College of Law. After being admitted to the Oklahoma Bar in 1983, he left the Police Department to join the Tulsa City Attorney's Office in its Criminal Division. After serving three years as an advocate in Tulsa's Municipal Criminal Court of Record, he has served the City Attorney's Office in the fields of human resources, labor relations, condemnation, environmental law, and telecommunication law. In 1996 Patrick was promoted to manage the City Attorney's Office Criminal Division.
After four years of municipal prosecution, in July 2000, he took over the management of the City Attorney's Real Property-Zoning Division, where he worked until August 2011. In August 2011, Patrick retired from the Tulsa City Attorney's Office to become the City Attorney in Bixby, Oklahoma, where he served until his retirement on October 1, 2017. Patrick then served as a Special Assistant City Attorney for the City of Stillwater and as the City Prosecutor in Jenks, Oklahoma. In November 2013, Patrick was also appointed an Associate Municipal Judge of the Municipal Criminal Court of the City of Tulsa and he is a past President of the Oklahoma Association of Municipal Attorneys (OAMA). From August 2018 through June 2023, he served the Tulsa City Council as its City Council Administrator. Since June 2024 he was hired as the City of Coweta's "Interim" City Attorney and in January 2026 he was reappointed by the Tulsa City Council to serve as an Associate Municipal Court Judge.

Daniel Dalton Co-founder, Dalton & Tomich, PLC · Land Use & Religious Property Attorney▼
Daniel Dalton, co-founder of Dalton & Tomich, PLC in Detroit, is a distinguished land use and zoning litigator with a focus on religious property disputes, including cases under RLUIPA. Bringing over 35 years of experience, he has handled a wide range of disputes across the country, such as defending the Oklahoma District, Church of the Nazarene in Oklahoma City, Asbury Church in Tulsa, and numerous local churches throughout Oklahoma and nationwide.
He has authored Litigating Religious Land Use Cases and Religious Property Disputes: House of God, Laws of Man. He is an active member of the Michigan, Federal, and American Bar Associations and has earned numerous honors, including being named a Top Lawyer and appearing in media outlets for his expertise. He holds a JD from the University of Detroit Mercy and serves as a Ruling Elder at Trinity Church.

Tammy Ewing Assistant City Attorney, Stillwater▼
Tammy Ewing is an Assistant City Attorney in Stillwater where she advises the Engineering & Construction and Development Services departments. In the past, she served as City Attorney for Bixby and Perkins and as Assistant City Attorney for Broken Arrow. She holds a J.D. from the University of Illinois and a B.S. from the University of Tulsa. She practiced law in Colorado for 28 years before returning home to Oklahoma in 2017.

Michael Hedin II Contracts Division, City of Tulsa · Economic Development▼
Michael Hedin II graduated with honors from the University of Michigan and, after a few crappy jobs, attended and graduated from the University of Michigan Law School where he was a Dean's Scholarship Recipient and Executive Editor of the Journal of Law Reform. He started his legal career at Frederic Dorwart, Lawyers, PLLC, in Tulsa. While at FDLaw he became a transactional lawyer, traveling the world and missing out on numerous family events. Following FDLaw, Michael had his own practice for several years before joining the City of Tulsa's contracts division in November 2024, where he specializes in economic development.
During his 15+ years of practice, Michael has assisted, advised on, and led transactions ranging from $40,000 to $1 billion. Most recently, Michael led the City's legal efforts to secure the state's first Ikea. He and his wife Marianne have four children and will celebrate their 20th wedding anniversary this summer. He is also a very good little league baseball coach.

John Tyler Hammons Founding Partner, Hammons Hamby & Price · City Attorney, Bixby, McAlester & Tahlequah▼
John Tyler Hammons is an attorney in Muskogee and a founding partner at Hammons Hamby & Price, who represents municipalities and other governmental clients. Mr. Hammons is a sixth-generation Oklahoman and an enrolled citizen of the Cherokee Nation. He previously served as the 47th mayor of Muskogee, and he currently serves as the city attorney for Bixby, McAlester and Tahlequah and presides as the chief municipal judge in Muskogee.

Matt Love is a graduate of Saint Louis University and the University of Oklahoma's College of Law. Matt's private practice is devoted to representing cities and towns in a variety of general and specialized areas including labor relations, personnel investigations and actions, open meeting and open records, and zoning.
Matt serves as the City Attorney for Warr Acres, City Prosecutor for The Village, Municipal Judge for Perry and General Counsel for the Oklahoma Association of Chiefs of Police. Matt also serves on the Board for the Oklahoma Municipal Judges Association (OMJA). Prior to returning to private practice, Matt spent 10 years working in the OMAG Legal Department, including 7 years as OMAG's Claims Director.

Carol Morris Director of Ballot Generation Services, Oklahoma State Election Board▼
Carol Morris is the Director of Ballot Generation Services at the Oklahoma State Election Board, a key staff role focused on the board's ballot-related operations. She is regularly involved in official election activities, including assisting with the public drawing that determines political party ballot order for statewide elections.

Jon Miller City Attorney, Mustang▼
Jon is proud to say he is a Native Okie. He grew up on the family dairy farm and beef ranch in Owasso. Jon attended Oklahoma State University after high school and received his J.D. from the University of Oklahoma College of Law, graduating in 1984.
Jon's early legal career involved a lot of litigation. After passing the bar his first bar admission was to the US District Court for the Western District of Oklahoma where he argued a motion for summary judgment before Judge Ralph Thompson. Jon has enjoyed litigation throughout his legal career, and is admitted to practice in all Oklahoma state and federal courts, the 10th Circuit Court of Appeals and the U.S. Supreme Court.
Jon began representing municipalities in 2003. He was the city attorney for the City of Piedmont for a period, assisted in representing the City of Yukon, and began representing the City of Mustang in 2005. He became the City's first fulltime city attorney in 2021. Approximately 20% of Jon's time is spent on planning and zoning issues, including defending lawsuits filed by developers who challenge the city's denial of their zoning requests.
Jon and his wife have lived in Piedmont for 30 years, and will celebrate their 37th wedding anniversary in December. Their son and his wife and their three grandsons live in Alva, and their daughter and her husband live in Chicago. Jon, or Baha as his grandkids call him, enjoys spending time with their grandkids and, like a good grandparent, spoiling them just a bit. Jon and his wife have been members of the First Baptist Church of Piedmont for 30 years, where Jon serves as a Deacon. Jon and his brothers still own their family farm in Owasso, and three of the brothers still raise cattle there.

Christian Rinehart Deputy General Counsel, Oklahoma Municipal League▼
Christian Rinehart is the Deputy General Counsel for the Oklahoma Municipal League (OML), where he has worked since 2020. He earned a bachelor's degree in political science from Oklahoma State University in 2018 and went on to graduate from Oklahoma City University School of Law with a Juris Doctorate in 2021.
At OML, Christian has assisted in drafting Amicus Briefs for the Oklahoma Supreme Court and played a key role in the distribution of $238 million in American Rescue Plan Act funds to 520 Oklahoma municipalities. He currently supports OML's legislative efforts, answers municipal legal inquiries, and trains officials through the OML New Officials Institute and other trainings.
Originally from El Reno, Oklahoma, Christian is a fourth-generation attorney and second-generation municipal attorney.

David L. Weatherford City Attorney, Sand Springs & Mannford▼
David L. Weatherford is a Tulsa attorney with over 35 years of municipal attorney experience. He is a graduate of Oklahoma State University and Tulsa University College of Law.
He has served as City Attorney for Sand Springs since 2002 and for Mannford since 1998, representing the municipalities in a wide range of legal matters. Additionally, he has represented a number of other cities and towns in other capacities involving many government issues.
