Leslie Blair — Director of Communications and Legislative Affairs, Oklahoma Municipal League.
Prior to joining OML, she served for 17 years in State Government working for both the Oklahoma Tourism and Recreation Department and the Oklahoma Department of Commerce in legislative and communication roles.
Leslie is a native of Frederick, Oklahoma and is a graduate of Cameron University. She has served on the Red Earth Executive Board as President of the organization and has held roles of Co-Chair of the Red Earth Festival and Red Earth Buffalo Bash. She served as Vice President of the Oklahoma County 4-H Foundation Board of Directors, was a member of the Cameron University Centennial Commission, is a member of the Frederick Arts and Humanities Council, the Tillman County Historical Society, and volunteers each year to serve on the Oklahoma Girls State Staff.
Leslie and her husband, Dave Zeeck live in Oklahoma City with their twins, Brady and Mattie. They are 6, and Leslie counts it as a major source of pride that they demand to play Oklahoma! and can mostly sing along.

Chris Challis — President, Sooner Investment.
Chris Challis oversees strategic acquisitions, partnerships, and development initiatives. With nearly 20 years of experience in commercial real estate and a background in land use and environmental law, Chris brings a unique ability to navigate complex entitlement and regulatory processes. He is a member of the International Council of Shopping Centers (ICSC) and the Florida Bar Association.

Beth Anne Childs — Principal, The Childs Law Firm, PLLC.
Beth Anne Childs has been a practicing attorney for over 32 years, with most of her experience in the public sector. She served as an Assistant City Attorney for the City of Norman and as an Assistant, Deputy, and City Attorney for the City of Broken Arrow. She presently leads The Childs Law Firm, PLLC and, in addition to other clients, represents the City of Bristow and the Towns of Wynona and Luther. Beth Anne serves as the City Prosecutor for the City of Owasso and has provided Interim City Attorney support for the Cities of Bethany, Jenks, and Coweta. She has tried numerous civil and criminal cases to verdict and has argued three cases before the 10th Circuit Court of Appeals.
Beth Anne holds a Bachelor of Arts in Letters and a Juris Doctorate, both from the University of Oklahoma. She is licensed in all Oklahoma Courts, including the Northern, Eastern, and Western Federal District Courts, and is a member of the 10th Circuit Court of Appeals and the United States Supreme Court. She is President-Elect of the International Municipal Lawyers Association and is President of the Oklahoma Association of Municipal Attorneys.

Tammy Ewing — Assistant City Attorney, City of Stillwater.
Tammy advises the Engineering & Construction and Development Services departments. In the past, she has represented the cities of Bixby, Broken Arrow, Owasso and Perkins. She holds a B.S. from the University of Tulsa and a J.D. from the University of Illinois. She practiced law in Colorado for 28 years before returning “home” to Oklahoma in 2017.

Ambre Gooch — Associate General Counsel, Oklahoma Municipal Assurance Group (OMAG).
Ambre began working for OMAG in August 2021. Prior to that, she was in private practice for 25 years where she represented OMAG members and other municipalities around the state, and their employees, in federal and state court in civil rights, employment, and Governmental Tort Claims Act cases. In her role as Associate General Counsel for OMAG, she is available to assist in the legal review of claims, lawsuits, law enforcement related actions, Open Records and Open Meeting Act matters, personnel matters, employee handbooks, and personnel policies and procedures. Zack Henson — Watershed Quality Manager, City of Stillwater.
As a graduate of Oklahoma State University, Zack began his career in the private sector working as a land management project manager in Colorado, New Mexico, Arizona, and Utah. Through this role, he developed and implemented land & water management plans and practices for clients including oil & gas exploration companies, Federal agencies, and tribal, county and state entities. After returning to Oklahoma, he entered the public sector and currently serves as the Watershed Quality Manager for the City of Stillwater where he oversees the Stormwater, Pre-Treatment, and Floodplain programs.

Will Joyce — Mayor, City of Stillwater; General Counsel, InterWorks.
Mayor Will Joyce was re-elected to his second four-year term as mayor in February 2022 and has served on the Stillwater City Council since 2016. A Stillwater native, he graduated from Stillwater High School and Oklahoma State University. He and his wife, Rachelle, spent ten years in St. Louis, where he earned a law degree from Washington University, before returning to Stillwater to help student business start-ups at Oklahoma State University. They are raising four children in Stillwater.
Mayor Joyce is committed to engaging the entire community to maintain Stillwater's positive momentum and expand opportunities for growth, renewal, and civic involvement. He worked to implement Stillwater’s first comprehensive economic development incentive plan, enabling hundreds of millions of dollars in investment. Recent and current projects include the city’s first new fire station in four decades, a new downtown amphitheater and park, multi-use renovation of properties in historic Downtown Stillwater, and the arrival of new industrial employers creating hundreds of jobs.
In his day job, Will serves as General Counsel at InterWorks, a Stillwater-based global technology consulting firm. He is a member of the board of directors of Stillwater Medical Center and serves as a Deacon and Trustee at University Heights Baptist Church. Honors include 2025 Mayor of the Year by the Mayors Council of Oklahoma, Stillwater Chamber of Commerce Citizen of the Year in 2020, and the 2018 Distinguished Alumni Award from the OSU College of Arts and Sciences.

Ray Jones — Director, Lytle Soulé and Felty, PC; City Attorney for Bethany and Lindsay, Oklahoma.
Ray graduated from Oklahoma City University School of Law in 2004. He has represented government clients for more than twenty years in all manner of state and federal constitutional and tort claims ranging from employment discrimination and termination matters to false arrest and the use of excessive force by police and jail personnel.
He is the city attorney for both Bethany and Lindsay, Oklahoma. Ray likes bad dad jokes.

Benjamin M. Lepak
Benjamin M. Lepak is an Oklahoma attorney, policy leader, and dedicated family man whose career reflects a deep commitment to both his state and his community.
A graduate of the University of Oklahoma with a Bachelor of Business Administration in Finance, Lepak went on to earn his Juris Doctor from the University of Notre Dame Law School, where he served as Articles Editor for the Notre Dame Law Review. His professional career has spanned both the private and public sectors. He worked for a large law firm in Dallas, co-founded a firm in Norman, and later served as Chief of the Civil Division in an Oklahoma district attorney’s office, where he advised two dozen elected officials across multiple counties.
In addition to his legal practice, Lepak has established himself as a respected voice in Oklahoma policy circles. Through his scholarship with the 1889 Institute and as the Executive Director of the State Chamber Research Foundation, Lepak has been a public policy thought leader and champion for free enterprise, limited government, and the rule of law, authoring influential works on the Oklahoma judiciary, education reform, tax policy, and many other Oklahoma public policy issues.
Beyond his professional achievements, Lepak is first and foremost a leader in his family. He and his wife, Sarah, are raising their four (soon to be five) young children in Oklahoma, instilling in them the same values of faith, responsibility, and service that define his public life. Known for his integrity and steady leadership, Lepak balances his demanding role in government with a deep devotion to his family.

Matt Love — City Attorney for Warr Acres; City Prosecutor for The Village; Municipal Judge for Perry; General Counsel, Oklahoma Association of Chiefs of Police.
Matt Love is a graduate of Saint Louis University and the University of Oklahoma’s College of Law. Matt’s private practice is devoted to representing cities and towns in a variety of general and specialized areas including labor relations, personnel investigations and actions, open meeting and open records, and zoning.
Matt serves as the City Attorney for Warr Acres, City Prosecutor for The Village, Municipal Judge for Perry and General Counsel for the Oklahoma Association of Chiefs of Police. Matt also serves on the Board for the Oklahoma Municipal Judges Association (OMJA). Prior to returning to private practice, Matt spent 10 years working in the OMAG Legal Department, including 7 years as OMAG’s Claims Director.

Christian Rinehart — General Counsel, Oklahoma Municipal League.
Christian Rinehart is the Deputy General Counsel for the Oklahoma Municipal League (OML), where he has worked since 2020. He earned a bachelor's degree in political science from Oklahoma State University in 2018 and went on to graduate from Oklahoma City University School of Law with a Juris Doctorate in 2021.
At OML, Christian has assisted in drafting Amicus Briefs for the Oklahoma Supreme Court and played a key role in the distribution of $238 million in American Rescue Plan Act funds to 520 Oklahoma municipalities. He currently supports OML's legislative efforts, answers municipal legal inquires, and trains officials through the OML New Officials Institute and other trainings.
Originally from El Reno, Oklahoma, Christian is a fourth-generation attorney and second-generation municipal attorney.
