    • Andrew Urich, J.D., Oklahoma State University, Department of Management – Eastin Center Chair for Talent Development

      • Andrew L. Urich holds the Eastin Center Chair for Talent Development at Oklahoma State University, where he is an Associate Professor of Management in the Spears School of Business. He also serves as the Director of Student Development in the Eastin Center for Talent Development. Professor Urich was a member of the Executive MBA faculty at Zayed University in Abu Dhabi and Dubai from 2004 to 2012. Prior to joining the faculty at OSU, he practiced law with a major corporate law firm in Ohio. Since 1993 he has presented at well over 1,000 corporate training programs and conventions in the areas of Influence, Negotiation, Ethics, Critical Thinking and Professional Image. Andrew has presented to clients such as Bank of Oklahoma, Phillips 66, Chesapeake Energy, QuikTrip, Blue Cross Blue Shield, Tyson Foods, Halliburton and the United States Air Force.

    • Amanda Karras, Executive Director / General Counsel, IMLA

      • Amanda Karras is the Executive Director / General Counsel of the International Municipal Lawyers Association. In this capacity, Ms. Karras oversees IMLA’s governance and staff.  Ms. Karras also oversees IMLA’s legal advocacy efforts with the United States Supreme Court, Circuit Courts, and state appellate courts by reviewing and evaluating requests for IMLA’s amicus assistance, advising the legal advocacy committee regarding potential amicus cases and their significance to local government, coordinating case strategies with IMLA’s amicus authors, and drafting and revising amicus briefs. Ms. Karras has authored numerous amicus briefs including at the Supreme Court merits and petition stage as well as in federal circuit courts. Ms. Karras is a frequent speaker on the Supreme Court and local government legal trends in the federal courts. Additionally, Ms. Karras leads a number of working groups for IMLA on emerging issues. Ms. Karras has also co-taught a course on local government law at George Washington University Law School.  Prior to joining IMLA, Ms. Karras worked in private practice in Boston, Massachusetts, focusing on employment law and litigation, first with Ropes & Gray, LLP and later with Hirsch Roberts Weinstein LLP. Ms. Karras received a bachelor’s degree in sociology from Colby College and earned her Juris Doctor from Suffolk University Law School, graduating magna cum laude. Ms. Karras served as an Articles Editor for the Suffolk University Law School Law Review. Ms. Karras is admitted to practice in Massachusetts, the U.S. District Court for Massachusetts, and the United States Supreme Court.

    • Michael Bradley, Bradley Werner

      • Mike Bradley has spent nearly his entire 30+ year career representing local governments on telecommunications issues. Throughout that time, he has had the privilege of representing many municipal clients continuously. His work has included working with financial consultants on franchise fee reviews to ensure his clients receive all of the consideration bargained for in their franchise agreements. Mike successfully defended the right of cities to receive cable franchise fees in Oklahoma. He also litigated in federal court whether revenues from the provision of internet service should be included in cable franchise fees. Mike is one of a handful of attorneys in the country that has represented local government clients in the formal cable franchise renewal process. Mike and his firm represented municipal clients in all three FCC Section 621 cable franchising proceedings from 2006 to present, including the recent litigation before the Sixth Circuit. He has also filed in the FCC Digital Discrimination and Cable Pricing dockets. Mike has advised and testified on communications legislation in multiple jurisdictions. Early in his career, Mike assisted the City of St. Paul in getting city and state funding for a new hockey arena and bringing the NHL back to the State of Hockey. Mike has received the highest attorney ratings from Martindale-Hubble and AVVO and has been recognized multiple times as a Communications Law “Super Lawyer,” by Minnesota Super Lawyer magazine. He is admitted to practice before multiple state and federal courts, including the United States Supreme Court.

    • David Weatherford, Tulsa Area Attorney

      • David L. Weatherford is a Tulsa attorney with over 35 years of municipal attorney experience. He is a graduate of Oklahoma State University and Tulsa University College of Law.

        He has served as City Attorney for Sand Springs since, 2002 and for Mannford since 1998, representing the municipalities in a wide range of legal matters. Additionally, he has represented a number of other cities and towns in other capacities involving many government issues.

        He has contracted with Oklahoma Municipal Assurance Group (OMAG) for on-site elected official training since 2012.

    • John Dorman, Spencer Fane LLP

      • John Dorman leans on more than three decades of extensive municipal law experience to provide clients with creative solutions to resolve complex issues in a favorable manner.

        Prior to joining Spencer Fane, John spent time as City Attorney for the City of Stillwater, Oklahoma, after previous stints as Assistant City Attorney for the cities of Edmond and Broken Arrow, Oklahoma, and Litigation Division Manager for the City of Tulsa. At Stillwater, he served as the Chief Legal Officer for a community home to Oklahoma State University and managed a municipal department that rendered all legal services, including litigation, for the city council and its subordinate boards, commissions, and quasi-judicial tribunals; city administration; and city-operated public utility, airport, and economic development trusts. This also included being directly responsible for handling complex transactional, real estate, and regulatory matters.

        John steered the Stillwater Utilities Authority through the financing, acquisition, and construction of a new state-of-the art municipal electric power generating facility, and the rebuild of a significant portion of the city’s water distribution system. He assisted the Stillwater Regional Airport with several large federally funded construction projects and was one of the principal actors responsible for bringing daily American Airlines passenger service to the city. John created the Stillwater Economic Development Authority and Western Payne County Ambulance Trust, and reformed the Kaw Reservoir Authority, a key component of the north central Oklahoma regions’ water supply. His efforts resolving conflicts with rural electric and rural water entities have produced model cooperative agreements and helped to secure Stillwater’s future growth in the region.

        John’s litigation background is equally diverse. At Tulsa, he successfully defended numerous federal civil rights cases involving the Tulsa Police Department. He litigated Title VII and other employment claims. At Stillwater, John won important decisions involving constitutional debt limitation, electric power deregulation, taxpayer (qui tam) lawsuits, election law issues, and tort claim defenses.

        During his tenure in Broken Arrow, John served as primary legal advisor to the planning and code enforcement departments, defending zoning appeals and prosecuting condemnation actions in state courts.  He also assisted with Broken Arrow’s annexation efforts in Wagoner County — the region that has accounted for much of that city’s growth over the past decade.

        John has served as an adjunct professor of political science at Tulsa Community College and Oklahoma City Community College.

    • Chrisitan Rinehart, Deputy General Counsel, OML

      • Christian Rinehart is the Deputy General Counsel for the Oklahoma Municipal League (OML), where he has worked since 2020. He earned a Bachelor's degree in Political Science from Oklahoma State University in 2018 and went on to graduate from Oklahoma City University School of Law with a Juris Doctorate in 2021.

        At OML, Christian has assisted in drafting Amicus Briefs for the Oklahoma Supreme Court and played a key role in the distribution of $238 million in American Rescue Plan Act funds to 520 Oklahoma municipalities. He currently supports OML’s legislative efforts, answers municipal legal inquires, and trains officials through the OML New Officials Institute.

        Originally from El Reno, Oklahoma, Christian is a fourth-generation attorney and second-generation municipal attorney.

      • Jami Blocker has served as an Assistant Municipal Counselor for the City of Oklahoma City for the last 30 years and has exclusively represented the Department of Airports and the Oklahoma City Airport Trust for the last 15 years. Jami is the Division Head of the Airports Division of the Municipal Counselor’s Office. Prior to being assigned to the City’s airport system, Jami’s career with the City focused on civil, criminal, and labor litigation and previously provided legal support to the City’s Fire and Information Technology Departments. Jami frequently serves on national research and airport industry boards and currently serves on the ACI-NA’s Legal Steering Committee. Jami holds both her Bachelor's and Juris Doctorate degrees from the University of Oklahoma.

    • Kimberly Carnley

      • Kimberly Carnley is the City Attorney for the City of Stillwater. Carnley was appointed City Attorney in 2022 after previously serving as Assistant City Attorney in Stillwater since 2016. Carnley has dedicated her legal career to public service having previously worked at the Oklahoma Attorney General’s Office as an Assistant Attorney General and at the Oklahoma Tax Commission as an Assistant General Counsel. Carnley received her Bachelor’s degree from the University of Kansas in 2007 and her Juris Doctorate from Oklahoma City University School of Law in 2013.

    • Tammy Ewing

      • Tammy Ewing is an Assistant City Attorney in Stillwater where she advises the Engineering & Construction and Development Services departments. She is also the City Attorney for Perkins. In the past, she has represented the cities of Bixby, Broken Arrow and Owasso. She holds a B.S. from the University of Tulsa and a J.D. from the University of Illinois. She practiced law in Colorado for 28 years before returning “home” to Oklahoma in 2017.

    • Hailey Rawson

      • Hailey Rawson has been employed by the City of Oklahoma City’s Municipal Counselor’s Office for ten years and is currently in the Airports Division which provides legal support to the City’s Department of Airports and the Oklahoma City Airport Trust (“Trust”). This past year the Trust undertook its first CMAR project utilizing the Construction Manager at Risk delivery method. Besides her Airport work, Hailey has provided legal support to the City’s Utilities Department and the Public Transportation and Parking Department and their related public trusts. Hailey has extensive experience in procurement and construction activities for both federally and locally funded projects. Hailey received her Bachelor’s degree from the University of Oklahoma and her Juris Doctorate from the Oklahoma City University School of Law.

      • Jordan Medaris has been with the City of Oklahoma City Municipal Counselor’s Office for just over a year working in the Airports Division. Within the Airports Division, Jordan supports the Oklahoma City Airport Trust and the Department of Airport’s Planning and Development division on construction contracts and easements. During the OKC Airport Trust’s recent CMAR project, Jordan has assisted with oversight of the competitive bidding of the trade packages to ensure compliance with the Competitive Bidding Act. Prior to coming to the City, Jordan was a student at the University of Oklahoma College of Law involved in American Indian Law Review and a Research Assistant in the Law Library.

    • Kim Spady

      • Kimberlee Spady was admitted to the Oklahoma bar in 1993. After working for several years as a trial lawyer and a stint as a law clerk in the U.S. Federal Court for the Western District of Oklahoma, Kim took a brief break from the practice of law. The Spady family relocated from Oklahoma City to Caddo County, the home of Kim’s youth, in 2001. Although she focused primarily on raising the four Spady boys for several years, it wasn’t long before her love of the law and desire to serve others led her to begin working with clients again.

        In late 2002, the Town of Hinton was on the search for a municipal attorney, so Kim threw her name in the hat. Twenty-two years later, she continues to serve as attorney for Hinton and its municipal trusts. As time progressed, Kim slowly returned to full-time work and is now a solo practitioner. In addition to serving municipalities, she enjoys working with a variety of individuals and businesses on a wide range of legal matters, including real estate and title work, business formation and contracting, employment issues and policies, and estate planning. Kim also loves to work with other lawyers who need assistance with legal research and brief writing.

        Kim and her husband Ken recently bought a 100+ year old building in downtown Hinton to house the Spady Law office. They are working to refurbish the beautiful old building to make it available as a co-working and social space for the community.

        Kimberlee is a loyal and true alumna of Oklahoma State University, having graduated in 1990 with a degree in Agricultural Economics. She attended Oklahoma City University as a Hatton Sumners Scholar, graduating summa cum laude in 1993. Kim is an active volunteer in the Hinton community, active member of Hinton First Baptist Church, co-founder of The 4C Foundation, and frequently writes about and speaks to medical students and other groups about childhood cancer. She is a contributing author and investigator on several published works, including Overcoming Autopsy Barriers in Pediatric Cancer Research, which was published in Pediatric Blood & Cancer in 2013.

    • Amanda Mullins

      • Amanda graduated summa cum laude, Phi Beta Kappa from the University of Oklahoma, in 2007, with a B.A. in History.  She received her Juris Doctorate from the University of Oklahoma in 2010 before attending the University of St Andrews in Scotland, United Kingdom where she obtained her Masters of Letters in Middle East and Central Asian Security Studies.  Upon returning to the United States, she practiced law with the Frailey Chaffin Cordell Perryman & Sterkel law firm in Chickasha where she was a partner until 2020 when she opened her own law practice. 

        Ms. Mullins now solely practices in the area of municipal law. Her clients range from municipalities with a population of 280 to 16,500. 

    • John Tyler Hammons

      • John Tyler Hammons is an attorney in Muskogee and a founding partner at Hammons Hamby & Price. He represents clients in governmental matters, commercial transactions, estate planning, and real estate matters. A fourth-generation Oklahoman and an enrolled citizen of the Cherokee Nation, Mr. Hammons was elected as the 47th Mayor of the city of Muskogee, serving two terms from 2008 to 2012. First elected at the age of 19, he is among the youngest mayors in American history. While at City Hall, Mr. Hammons focused on economic development and infrastructure improvements. After graduating from law school, he served his tribe as an Assistant Attorney General of the Cherokee Nation before founding his firm. Mr. Hammons currently serves as the City Attorney for Checotah, McAlester, and Tahlequah and General Counsel for the Muskogee County Board of Commissioners. Mr. Hammons presides as Chief Municipal Judge of the City of Muskogee.

          • Komron Takmil is currently an Assistant Attorney in the City of Tulsa’s Litigation Division. Komron began his legal career with the City in 2017 with the Prosecutor’s office and managed the City’s alternative court program for five years.

            Komron has an undergraduate degree from the University of Utah and graduated from the University of Tulsa College of Law in 2017 with a J.D./LL.M in Energy and Natural Resources. During law school he served as President of the Student Bar Association, Vice President of the Resource, Energy, and Environmental Law Society, and as an editor on the Energy Law Journal.

          • Hayes Martin is an Assistant City Attorney in the City of Tulsa’s Litigation Division. He has worked in that capacity since 2022. Prior to that, he spent eight years in the Criminal Division working as a prosecutor in the City’s municipal court.

            Hayes has an undergraduate degree from Oklahoma State University in English Literature and graduated from the University of Oklahoma College of Law in 2014. During law school, he served as Reference Assistant at the Donald E. Pray Law Library, a Research Assistant for Professor Sarah Burstein, and as Research Editor on the American Indian Law Review.

            Jack Love has served as counsel in numerous jury and bench trials in federal and state courts in

            In 1998, he was one of 12 lawyers from across the United States selected to participate in the “Trial

            of the Century” at the Annual Meeting of the American Bar Association. This trial showcased some

            of the nation’s top trial lawyers, including Johnnie Cochran, Jr., in a fictionalized trial of a product

            liability claim by a survivor of the Titanic disaster, brought against Harland & Wolff, the ship’s

            designer.

            Since 2014, he has been Of Counsel to the Love Law Firm, where his practice has focused on

            representation of many municipalities in widely varying matters, throughout the state of Oklahoma.

      • Jeff Bryant is the Director of Legal Services and Associate General Counsel for Oklahoma Municipal Assurance Group (OMAG) since 2019. In that position his focus has been in claims management, assisting municipal attorneys and municipal officials with a variety of municipal issues. He is actively involved in the Oklahoma Association of Municipal Attorneys (OAMA) serving as a Board member since 2019. He previously served as City Attorney for the City of Norman for fourteen years, retiring in December of 2018, rounding out a 32-year career with the Norman City Attorney’s office. His experience includes acting as General Counsel to the City Manager, Mayor and City Council in a variety of areas including drafting legislation, contract review and management, advising regarding economic development tools including tax increment financing, dealing with labor and collective bargaining issues, tort claim review, supervising legal staff, and representing the City in all areas of litigation in state and federal courts, as well as administrative agencies.

        Jeff is a resident of Norman since 1983, he is active in the Norman Community including Rotary, United Way, Big Brothers/Big Sisters, Chamber of Commerce, McKinzie Gardens, and Leadership Norman. Jeff is also a Leadership Oklahoma graduate, and a member of the CrossPointe Church in Norman. Jeff and his wife Sherry have one daughter and two sons who both graduated from OU in 2021, 2023, and 2024 respectively. They have a third son who completed his sophomore year at OU. They also have a granddaughter, and three grandsons, all 3 years old or younger, with two more granddaughters scheduled to arrive in February of 2025!

        • Ray Jones is a director at Lytle, Soule and Felty. He is the municipal attorney for the City of Bethany and the City of Lindsay. Ray is a 2004 graduate of OCU Law and has spent his entire legal career providing services to the political subdivisions of Oklahoma. 

      • Darren Cook

        • Darren Cook is the City Attorney for Grove Oklahoma and will assume the role of City Manager in 2025.  Before moving to the Grand Lake area he spent 15 years in private practice at the Oklahoma City firm of Helms Underwood & Cook, where he focused on commercial litigation and class actions. Darren serves on several boards including the Oklahoma Water Resources Board, the Grand Gateway Economic Development Association and the Grove Rotary Club.  In his spare time, he enjoys serving as a leader for Boy Scout Pack #1005.

      • John Andrew

        • John Andrew currently serves as the City Attorney for Lawton, Oklahoma. He is a member of the OAMA Board of Directors and he also does a little bit of legal work for board and card gaming companies. He is married to Lindsey and they have a seven year old named McKenna.

      • Monica Coleman

        • Monica Coleman is the General Counsel/Director of Personnel Services at the Oklahoma Municipal Assurance Group (OMAG). Prior to joining OMAG in December of 2018, Ms. Coleman served the City of Oklahoma City for over 28 years as an Assistant Municipal Counselor and as the Assistant Personnel Director. During her tenure with the City of Oklahoma City, Ms. Coleman worked exclusively in the areas of labor and employment.
          Ms. Coleman received her Juris Doctorate from Oklahoma City University in 1990, after receiving a Bachelor of Science in Business Administration – Management from Oklahoma State University. Ms. Coleman is a member of the Oklahoma Bar Association and is admitted to practice in the U.S. District Court for the Western District of Oklahoma and the Tenth Circuit Court of Appeals.

      • David Widdoes

        • David is a native of Sapulpa, Oklahoma, where he danced, drummed, and debated his way through school all while harboring the secret desire to be a successful standup comedian.  

          He's also a graduate of the University of Central Oklahoma, where he was part of its nationally competitive NDT program and self-professed quarters champion.  

          David then attended Oklahoma City University School of Law as a Hatton Sumners Scholar, and after graduating with some distinction, has been “acting” as Sapulpa’s City Attorney since 1999.  

          But don't let this significant tenure fool you --- David remains a man of many talents, quirks, and dare we say --- borderline personalities. 

          In his spare time, David shares his experiences as an adjunct professor of Criminal Evidence in the Criminal Justice Degree program at Tulsa Community College --- and his students seem to enjoy most of the probative topics David shares , except maybe for all that personal alien abduction stuff.   

          And in his spare, spare time, David moonlights as a telecom lawyer for a local fiber optic company he started 10 years ago, so his only “real” friend could continue to play online games with him from nowhere Creek County, Oklahoma.   

          All that to say this--- when David’s not trying making people laugh, he’s  CRYING   --- NO that’s a joke--- he stays busy representing the City of Sapulpa in all legal matters and has a lot of experience in the myriad of topics municipal attorneys face every day. He's also a doting father to his two adult daughters and a loving husband to his wife, Gloria. 

          So, whether he's in the courtroom, classroom, ballroom, or even the bathroom sometimes, David R. Widdoes is a proven City Attorney and dare we say --- licensed entertainer!

        • Rickey J. Knighton II is the Interim City Attorney for the City of Norman, Oklahoma. He received his Juris Doctor from the University of Oklahoma in 1996. He began his relationship with the Norman City Attorney’s Office during his second year in law school as a volunteer mediation coordinator. Rick was hired as a legal intern in the Norman City Attorney’s Office in 1997 and was later hired as a full-time Assistant City Attorney I. Rick was promoted to Assistant City Attorney II in 2000, Assistant City Attorney III in 2012, and Interim City Attorney in 2024.  He is a certified mediator, has served on the Board of Governors for the Oklahoma Bar Association, and as an at-large member on the Cleveland County Bar Association's Executive Board.  Rick is licensed to practice in the United States Supreme Court, the Court of Appeals for the Tenth Circuit, the United States District Court for the Western District of Oklahoma, and all Oklahoma courts.  He also serves as municipal court judge for the City of Moore and the Town of Forest Park, and appeared as an extra in two episodes of Reservation Dogs.
